Wise Carter attorney Russell Nobile has been appointed by U.S. Rep. Gregg Harper to serve as a member of the U.S. Election Assistance Commission (EAC) Board of Advisors. Mr. Nobile will serve as one of two appointees to represent the U. S. House of Representatives Committee on House Administration, of which congressman Harper is the chairman.

Mr. Nobile attended the Board’s annual meeting in Minneapolis, Minn. on May 23-24th. There, EAC staff and other federal and state election administration officials provided an overview and update on EAC programs, voluntary guidelines, and best practices in election administration.

The EAC is an independent, bipartisan commission created by the Help America Vote Act of 2002 (“HAVA”), which was enacted after the 2000 presidential election. The EAC is charged with providing guidance to assist state and local election officials in meeting HAVA’s requirements, adopting voluntary guidelines for election administration, and maintaining the national mail voter registration form under the National Voter Registration Act of 1993. The Board of Advisors assists the EAC in carrying out its legal mandates.

Mr. Nobile joined Wise Carter in 2012 after serving as a trial attorney at the U.S. Department of Justice for seven years. Mr. Nobile’s practice areas include Commercial Litigation, and Government Relations and Public Policy.
